OSINT Exercise #027
Hi, this is Legion Soul I work as an Intelligence Analyst. In this article I solve the OSINT Exercise #027 by Sofia Santos. The challenge is to
a) Name the speaker.
b) Identify what he was wearing on his lapel.
c) Find footage of his speech.
Reverse Image Search
After a quick reverse search, I discovered that the program is called “Lectura En Movimiento,” which means “Reading in Motion.” Further investigation led me to an article detailing the program’s features and benefits.
The information was obtained from an article hosted on the official website of the Peruvian government (gov.pe). Imagery depicted officials from the Peruvian Ministry of Culture participating in an event or program.
The speaker in the picture
An individual appears to be giving a presentation or speech, visible on the left side of the image. The subsequent analysis will aim to identify this speaker.
Visual Analysis
Upon closer examination and magnification of the image, it becomes evident that the speaker is wearing a blue necktie along with a lapel pin affixed to the jacket’s upper front section.
In order to gather additional information about the speaker’s identity, I proceeded to consult a previously discovered article. This article contained numerous photographs sourced from the Ministry of Culture, one of which depicted a group portrait of all the individuals present from that ministerial department.
The individual in the picture matched, the description — wearing a blue neck tie and a lapel pin. After further research the individual was identified to be Juan Carlos Ruiz, the director of OEI Peru.
The lapel pin
Upon closer inspection, a lapel pin was visible on the jacket worn by the speaker. I endeavored to identify this specific pin design. After a thorough search, I discovered that most members of the OEI (Organization of Ibero-American States) wear an identical lapel pin. Subsequent research led me to a YouTube video featuring the same speaker, in which the lapel pin can be clearly seen bearing the acronym “OEI.”

Searching the phrase Lectura En Movimiento 2023, I came across a video where the director’s speech could be seen.
Which confirmed the third part of the challenge.
